        "rendered": "<p><strong>Besnik Vasolli,\u00a0Drejtor Ekzekutiv i Od\u00ebs Ekonomike Kosovaro Gjermane\u00a0<\/strong><\/p>\n\n\n\n<p>Liberalizimi i tregut t\u00eb energjis\u00eb p\u00ebr bizneset, q\u00eb n\u00eb teori duhej t\u00eb sillte konkurrenc\u00eb dhe p\u00ebrfitime afatgjata, po vjen me nj\u00eb fatur\u00eb t\u00eb r\u00ebnd\u00eb dhe jo t\u00eb papritur. Tri dit\u00eb para hyrjes n\u00eb fuqi t\u00eb k\u00ebtij sistemi, bizneset gjenden t\u00eb pambrojtura p\u00ebrball\u00eb \u00e7mimeve q\u00eb pritet t\u00eb dyfishohen, e n\u00eb disa raste edhe m\u00eb shum\u00eb. Nga rreth 70 euro p\u00ebr megavat q\u00eb paguajn\u00eb sot bizneset, e q\u00eb nuk \u00ebsht\u00eb \u00e7mim real por n\u00eb mas\u00eb t\u00eb madhe \u00ebsht\u00eb subvencionuar nga shteti nd\u00ebr vite, \u00e7mimi mund t\u00eb shkoj\u00eb n\u00eb mbi 150 euro ose edhe me shum\u00eb.<\/p>\n\n\n\n<p>Por kjo nuk \u00ebsht\u00eb nj\u00eb kriz\u00eb e rast\u00ebsishme. \u00cbsht\u00eb rezultat i nj\u00eb zinxhiri t\u00eb gjat\u00eb keqvendimesh dhe neglizhencash dhe rezultat i vizionit afatgjat\u00eb qe ka munguar tash e 20 vite rresht. P\u00ebr m\u00eb shum\u00eb se dy dekada, nuk \u00ebsht\u00eb nd\u00ebrtuar asnj\u00eb strategji e q\u00ebndrueshme p\u00ebr zhvillimin e sektorit t\u00eb energjis\u00eb. S\u2019jan\u00eb nd\u00ebrtuar kapacitete t\u00eb reja prodhuese, nuk \u00ebsht\u00eb b\u00ebr\u00eb nj\u00eb miks energjetik q\u00eb do t\u00eb siguronte pavar\u00ebsin\u00eb ton\u00eb duke shfryt\u00ebzuar burimet q\u00eb i kemi me boll\u00ebk: th\u00ebngjillin, er\u00ebn, diellin, ujin. N\u00eb vend t\u00eb k\u00ebsaj, kemi par\u00eb vendime t\u00eb gabuara p\u00ebr privatizim, munges\u00eb vizioni dhe nj\u00eb qasje t\u00eb paqart\u00eb karshi s\u00eb ardhmes energjetike.<\/p>\n\n\n\n<p>Gabimi tjet\u00ebr \u00ebsht\u00eb se nuk kemi kaluar n\u00eb tregun e lir\u00eb n\u00eb koh\u00ebn kur \u00e7mimet ishin m\u00eb t\u00eb ul\u00ebta. Kishim mund\u00ebsin\u00eb t\u00eb p\u00ebrgatitemi, t\u00eb informonim bizneset, t\u00eb nd\u00ebrtonim nj\u00eb treg t\u00eb sigurt dhe me konkurrenc\u00eb reale, nuk e b\u00ebm\u00eb, asgj\u00eb nga kjo nuk ka ndodhur mjaftuesh\u00ebm. Sot, n\u00eb rastin m\u00eb t\u00eb mir\u00eb kemi vet\u00ebm nj\u00eb kompani q\u00eb ofron me \u00e7mime t\u00eb larta dhe disa t\u00eb tjera q\u00eb p\u00ebrpilojn\u00eb oferta \u201cme gjysm\u00eb zemre\u201d rrin\u00eb duarkryq dhe kalkulojn\u00eb fitimin e mundur nga kjo gjendje.<\/p>\n\n\n\n<p>Nd\u00ebrkoh\u00eb, bizneset, t\u00eb cilat modelin e tyre t\u00eb kostimit dhe t\u00eb \u00e7mimeve e kan\u00eb nd\u00ebrtuar mbi koston e rrym\u00ebs s\u00eb subvencionuar, tash po p\u00ebrballen me nj\u00eb realitet t\u00eb ri, brutal, qe rrezikon t\u2019i zhvendos nga harta e bizneseve. E parat\u00eb q\u00eb deri tash, prej 2017, e kan\u00eb subvencionuar k\u00ebt\u00eb \u00e7mim te energjis\u00eb i kan\u00eb nda Qeverit\u00eb nj\u00eb nga nj\u00eb, ato mjete nuk jan\u00eb abstrakte, jan\u00eb para publike, q\u00eb p\u00ebrndryshe do t\u00eb mund t\u00eb ishin p\u00ebrdorur p\u00ebr investime, p\u00ebr zhvillim, p\u00ebr mbrojtje, siguri e p\u00ebr mir\u00ebqenie.<\/p>\n\n\n\n<p>Sidoqoft\u00eb, pasojat mund t\u00eb jen\u00eb t\u00eb r\u00ebnda: produktet tona do t\u00eb humbin konkurrenc\u00ebn si n\u00eb tregun e brendsh\u00ebm ashtu edhe n\u00eb t\u00eb jasht\u00ebm, shum\u00eb biznese do t\u00eb detyrohen t\u00eb shkurtojn\u00eb staf, t\u00eb tjerat mund t\u00eb mbyllen fare. Kjo kriz\u00eb mund t\u00eb prek\u00eb \u00e7do aspekt t\u00eb jet\u00ebs, nga siguria sociale te ajo ekonomike dhe njer\u00ebzore. Nuk kemi luksin t\u00eb heshtim, kjo nuk \u00ebsht\u00eb nj\u00eb fatkeq\u00ebsi natyrore \u00ebsht\u00eb \u201cman made\u201d, e zier qe m\u00eb s\u00eb paku dy dekada, pra \u00ebsht\u00eb nj\u00eb d\u00ebshtim i thell\u00eb shoq\u00ebror, institucional dhe politik. Dhe \u00ebsht\u00eb momenti t\u00eb k\u00ebrkojm\u00eb me z\u00eb t\u00eb lart\u00eb q\u00eb ndryshimi t\u00eb filloj\u00eb tani, te gjindet rrug\u00eb per te siguru konkurueshm\u00ebri t\u00eb ndershme, duke mbrojt\u00eb biznesin, pun\u00ebtorin e mbi t\u00eb gjitha dhe qytetarin.<\/p>\n\n\n\n<p>\u00cbsht\u00eb koha t\u00eb reflektojm\u00eb dhe t\u00eb veprojm\u00eb me guxim, jo vet\u00ebm n\u00eb menaxhimin emergjent t\u00eb kriz\u00ebs aktuale, por n\u00eb nd\u00ebrtimin e nj\u00eb vizioni t\u00eb qart\u00eb dhe t\u00eb q\u00ebndruesh\u00ebm p\u00ebr t\u00eb ardhmen energjetike t\u00eb vendit. P\u00ebr k\u00ebt\u00eb q\u00ebllim, kemi propozuar dhe propozojm\u00eb krijimin e nj\u00eb Task Force nd\u00ebrinstitucionale p\u00ebr energjin\u00eb, t\u00eb udh\u00ebhequr nga ZRRE, ku pjes\u00ebmarr\u00ebs aktiv\u00eb do t\u00eb ishin edhe ministrit\u00eb relevante, operator\u00ebt e tregut t\u00eb energjis\u00eb, Odat Ekonomike si dhe ekspert\u00eb t\u00eb pavarur t\u00eb energjis\u00eb dhe t\u00eb drejt\u00ebs konkurruese. Kjo Task Forc\u00eb duhet t\u00eb ket\u00eb mandat t\u00eb qart\u00eb, me afate t\u00eb shkurtra dhe objektiva t\u00eb matshme e bazuar ne transparence dhe profesionaliz\u00ebm Kjo iniciativ\u00eb nuk synon t\u00eb z\u00ebvend\u00ebsoj\u00eb asnj\u00eb institucion ekzistues, por t\u00eb mund\u00ebsoj\u00eb bashk\u00ebrendim efektiv institucional n\u00eb nj\u00eb periudh\u00eb vendimtare p\u00ebr ekonomin\u00eb e vendit.<\/p>\n\n\n\n<p>Themelimi i TFNIE do t\u00eb kontribuoj\u00eb n\u00eb ruajtjen e stabilitetit ekonomik, fuqizimin e besimit t\u00eb bizneseve dhe mb\u00ebshtetjen e nj\u00eb kalimi t\u00eb q\u00ebndruesh\u00ebm n\u00eb tregun e lir\u00eb.
